Officers from Merseyside police recovered a quantity of drugs from the roof on the corner of London Street and Wright Street.
Officers were searching the area around the premises before they used a battering ram to get into the premises where the bag of white powder was thrown from.
It is not yet know wether or not any arrests were made.
