A loving dog owner has been left barking mad after nearly being fined for walking her pet off the leash. Julie Rynhart was walking her dog off it’s lead by the Ramada Hotel this afternoon when a dog warden claimed she was in one of Sefton Council’s supposed ‘On Lead’ at all times zones when she wasnt.
